Well - the places that are doing the early speuter *have* tried all
the other options. They have given vouchers; they have done everything
but send a shelter worker home with the animal to ensure that the
speuter is done.

But animals are still left to roam, and folks still think "one litter",
or "one heat", or "I don't have transportation" (My Amelia is because
of a woman who had a certificate to get her mom done for FIVE DOLLARS!
We have a clinic in *WALKING DISTANCE*! The cat had two litters that
year.)

People Just Don't Get It.

So - the shelters are trying this to see if they can control the
overpopulation/euthanization problem.
